Report from Abuja, Nigeria, indicates that the Africa Headquarters of the International Human Rights Commission (IHRC) Geneva has announced a significant development in the security sector.
In a final quarter press conference held today, October 9, 2025, Amb. Dr. Tivlumun Innocent Ahure, IHRC Geneva’s Head of Delegation for Africa, revealed plans to establish the IHRC African Working Group on the Use of Mercenaries. This initiative aims to provide certifications after qualifying professional courses and assessment ratings for companies providing private military and security contracting services.
According to Amb. Dr. Ahure, this move is designed to promote practical learning and enhance understanding of legal obligations among Private Military Security Companies (PMSCs) and stakeholders. Already, the IHRC Geneva has appointed the IHRC Geneva Abuja Situation Room Director, Chief Fred Chidozie Eze to chair the working committee. On his part, Chief Eze announced that the IHRC Geneva has perfected it’s application for membership with the International Code of Conduct Association (ICoCA), a key player institution setup by private security stakeholders for self-regulating the industry.
